Viktor Milukov was born on the 28th of June 1955 in Crimean Autonomous Republic (Ukraine.) He finished Physical Faculty of Simferopol State University named after M.V.Frunze (1976). He has worked at the University since 1978. A candidate of technical
sciences (1988), an assistant professor of theoretical physics faculty
(1994). The vice-dean of physical faculty (1995-1999). Since 1999 he has
been the vice-rector in curiculum. The area of science interests - computer methods of calculating electro-magnetic fields; the research of film concentrators of electro-magnetic radiation that are formed by eletric fields. A reader in the course of Electrodynamics and Physics for Computing for the students of physical faculty. The author of 14 works in scientific journals. He speaks English and Ukrainian languages.
